Mr. Mills is a certified Project Management Professional with over 30 years of experience in complex enterprise management science and engineering projects. His areas of expertise include knowledge management strategy development, design, and implementation of capture and delivery systems, and content management of enterprises. Mr. Mills has led numerous projects that have defined and prioritized clients’ knowledge management needs, applied management science techniques and worked to overcome cultural and behavioral impediments to knowledge sharing. He has specialized expertise related to capturing and structuring an organization’s intellectual capital and has worked with clients to build high-impact networks of internal experts. Mr. Mills developed solutions to complex issues in data management, through trouble-shooting, root cause analysis, and problem solving.  He has demonstrated planning, leadership and communication skills by leading teams through changes and challenges, to successful project completion.

 Experience

The Informatics Applications Group, (2008-Present)—Business Process Re-Engineering Expert

Mr. Mills provides process improvement expertise to US Department of Defense/Office of Policy/Enterprise Services through the use of Six Sigma quality tools for collection, analysis, and reporting of measurement data.  His work includes application of Failure Mode and Effects Analysis for Human Resource systems; providing guidance for business case and SWOT analyses for all of Policy; and establishing metrics and performing a baseline evaluation for a new Shared Services Baldrige quality improvement program.  He has assisted in reviewing and redefining governance structures and “dashboard” metrics across the Policy organization.

Computer Sciences Corporation, United Kingdom Visa Application / Immigration Centres

Mr. Mills was a subject matter expert in knowledge management. He led a team of up to twelve data analysts and knowledge specialists in providing business transformation support to 31 United Kingdom Visa Application Centres (VACs) taking biometrics applications in 14 countries, and 3 international call centers serving those regions.

Mr. Mills helped plan, develop and implement systems for knowledge capture and retrieval that are critical to organizational objectives of improved performance, competitive advantage, innovation, and the development of collaborative practices in a rapidly-changing environment. These included database and web-based tools (e.g., Knowledge Tree) and associated business workflow for responding (scripts and reference materials) to customer inquiries and complaints; tracking and evaluating responses; and converting agents’ answers to telephone inquiries into FAQs for self-help answers on the program’s website.

He developed solutions to complex information management and communication problems and process workflows. He provided expert knowledge in quality assurance and data management, trouble-shooting, performing root cause analysis, and strategic and tactical problem solving. He trained employees in customer service tools, techniques and attitudes, and encouraged more efficient and timely collection and sharing of the human knowledge within the organization for cultural transformation.

Computer Sciences Corporation, Regulatory Services

Mr. Mills was responsible for training coordination and management quality activities in management quality programs serving enterprise Government clients such as the FCC, PTO, DOE, DOJ, HUD, DOI, and USDA. Mr. Mills provided technical expertise to CSC's government contracts. He assisted in the development and presentation of marketing and business acquisition materials and provided consulting services in quality assurance, data management, and environmental investigations.

He led and assisted with ISO 9001 and CMMI certification programs, scheduling and leading the quarterly CMMI Program Reviews for three strategic programs in the division. These reviews included elements of delivery assurance reviews, including identification and evaluation of program status, risks, and customer satisfaction. Mr. Mills led teams in programs with constant change and demonstrated the ability to work in a team environment. He also provided management quality support and guidance under task order contracts to the Treasury Department, the USEPA, USA Army, and US Air Force.

In his work, on the US Air Force Center of Environmental Excellence (AFCEE) Global Engineering, Integration and Technical Assistance (GEITA) task order contract, he assisted in the development of work statements, scope/priority definitions, the creation of strategic budgets and schedules using standards and management procedures developed for quick response, staffing and startup for over 80 key business tasks, several simultaneously, at bases around the world. He reviewed deliverables to verify compliance with customer and company requirements. He led and performed root cause analysis for problems, and implemented corrective actions within key business processes. Feedback from regular customer surveys was incorporated into on-going programs and lessons learned for future programs’ benefit.

DynCorp I&ET, Consulting Services Division

As a consulting employee, Mr. Mills provided technical expertise to DynCorp's USEPA support contracts. He assisted in marketing and business acquisition processes across the enterprise. He helped review and revise National Functional Guidelines for Management Validation, and the Superfund Users' and Samplers' Guides. Mr. Mills configured and installed wearable computer systems for demonstrations and client applications for process improvement.

Jacobs Engineering Group, Inc.

Mr. Mills led the analytical chemistry data quality management support services for Jacobs' $120 million task order with AFCEE for investigation and remediation of contaminated groundwater at the Massachusetts Military Reservation (MMR), Cape Cod, MA. He coordinated field and laboratory analytical activities, and prepared QA program and project plans. He established and audited quality processes and led chemistry data review programs, developed Chemical Data Acquisition Plans, reviewed technical reports, and interpreted data from environmental monitoring programs for the US Army at Aberdeen Proving Ground, MD.

He was Quality Officer and (separately) Program Manager for an Air Combat Command subcontract for Pollution Prevention. Work included the planning, budgeting, scheduling and reporting for task order assignments at US Air Force bases around the country. Quality management support included field audits at Beal AFB and Ellsworth AFB during sampling surveys, and laboratory data from multiple site inspections. Mr. Mills served as an Expert Panel member to evaluate the findings soil sampling and analysis on the National Institutes of Health campus, Bethesda, MD in response to community concerns about emissions, particularly dioxins, from medical pathological waste incinerators.

Science Applications International Corporation

Mr. Mills was responsible for Quality and Management Science programs in SAIC’s Environmental Technology Group, Environmental and Health Sciences Group, and Environmental Services and Technology Group. He developed enterprise policy and general guidelines in these areas. He audited program activities and monitored subcontractor performance for compliance with QA requirements in routine work, special projects, and R&D efforts.

Mr. Mills prepared management and task process specifications and formal contract requirements for selecting qualified vendors; monitored and evaluated subcontracted work for task compliance; and assisted in the design, conduct, and data reporting of fieldwork associated with sample collection and analysis. He represented SAIC on QA matters to clients and at technical conferences. He was Team Leader on a World Bank mission to investigate laboratory testing and pollution monitoring programs in four highly industrialized and populated states in India, and recommended how a $45 million World Bank upgrade loan should be spent in support of prudent business practices in these programs.

Mr. Mills conducted Internal Management Systems Audits and corporate risk management assessments. He provided management science and quality training programs for field investigations, and for laboratory analytical programs.

International Technology Corporation

Mr. Mills developed the analytical laboratory quality program and monitored ten ITAS laboratories for program compliance. He prepared specifications and formal contract language for qualified vendors; and approved the use of alternate analytical methods. He reviewed data from the EPA’s mobile incineration unit’s burn of dioxin-contaminated soil at Times Beach, MS. He monitored laboratory and field work for compliance with IT QA Manual requirements in routine work, special projects, and research and development efforts. He approved use of alternate analytical and management methods. He assisted labs in development of standardized forms, quality systems, and new business processes. Mr. Mills directed IT’s analytical laboratory quality program for analysis of soils and ash during the incineration of explosives-contaminated soils at Nebraska’s Cornhusker Army Ammunition Plant.

Mr. Mills monitored the performance of these methods, while reviewing lab data from an on-site mobile lab as well as an off-site fixed laboratory. He conducted field and lab audits to evaluate compliance with the United States Army Toxic and Hazardous Materials Agency (USATHAMA) QA program requirements. Mr. Mills helped develop the waste management plan for IT’s Mixed Waste and Radiological Laboratories in Oak Ridge, TN. He assisted in evaluating (due diligence) prospective acquisitions of additional laboratories, and assessed the quality assurance program, productivity, and capacity of candidate laboratories.

CompuChem Laboratories

Mr. Mills interpreted EPA contracts and customer requirements to establish product definitions and acceptance criteria. He advised lab management on development of systems for data production; monitored performance and compliance with established standards. He served as the laboratory's technical representative for EPA meetings and for responses to information requests.

Mr. Mills developed the QA program for two lab locations, and monitored systems to demonstrate improved quality of products and performance. He was responsible for the timely production of standard reference materials for accurate analyses. He reviewed data prior to reporting, and responded to customer inquiries.

United States Environmental Protection Agency

As a Physical Scientist with EPA's Environmental Monitoring Systems Laboratory in Las Vegas, Mr. Mills helped develop and implement the Superfund Contract Laboratory Program's (CLP) QA program. Mr. Mills supervised professional staff and coordinated activities in the evaluation of laboratories, provided analytical methods, conducted pre- and post-award audits of laboratories, audited data, developed and provided standard reference materials and performance evaluation samples to labs to monitor compliance with CLP QA objectives. He assisted in developing methods, reference materials, and quality procedures for EPA's Love Canal investigation.

As the QA Officer at EPA's Industrial Environmental Research Laboratory in Cincinnati, Ohio, Mr. Mills developed and implemented a lab-wide QA program for monitoring over 600 R&D projects. For assisting on the Agency-wide committee for the development of QAMS-005/80, a guide for EPA environmental programs, Mr. Mills received the EPA Bronze Medal for Commendable Service. He served as the EPA Project Officer for development of on-line Zeeman Atomic Absorption Spectroscopy (AAS) for mercury analysis in oil shale gases.

State of Michigan Department of Natural Resources

With the Air Pollution Control Laboratory, he developed a manual of methods, trained technicians, scheduled routine tests, and conducted special tests. He was responsible for instrument calibration and supplies inventory. He reduced sample backlog, increasing productivity and quality. In the Water Pollution Control Laboratory, he analyzed water, fish, and sediment samples for pesticides, and installed quality control procedures.

Garrett Laboratories

Mr. Mills scheduled the pickup and analysis of food samples; installed QC procedures; professionalized personnel, training, operations, and analytical methods, and supervised analysis and reporting of bacteriological and chemical test results. He conducted audits at food processing and dairy product plants.
